TÍTULO DEL CARGO: Asociado/a de Programas TIPO DE CONTRATO: Special Services Agreement (SSA) UNIDAD: Programas LUGAR DE TRABAJO: Bogotá DURACIÓN: 5 meses NIVEL DE REMUNERACIÓN: SSA6 ANTECEDENTES Y PROPÓSITO DEL CARGO: La estrategia del Programa Mundial de Alimentos de las Naciones Unidas (PMA) para Colombia se basa en la premisa de apoyar al Gobierno de Colombia para alcanzar los Objetivos de Desarrollo Sostenible, brindando asistencia humanitaria y apoyo a la construcción de paz y al desarrollo sostenible. De manera particular, el PMA enfoca uno de los resultados del Plan Estratégico de País 2025 – 2028 a brindar asistencia técnicas para que las poblaciones vulnerables en áreas rurales y urbanas de Colombia mejoren su seguridad alimentaria, nutrición, salud y educación; tengan acceso a programas de alimentación escolar fortalecidos; y se beneficien de sistemas de protección social reforzados. Consecuente con este objetivo, el PMA brinda asistencia técnica a las entidades nacionales y locales en el fortalecimiento de su capacidad institucional para diseñar, implementar y evaluar políticas y programas orientados a lograr la realización progresiva del derecho humano a la alimentación y en el fortalecimiento de los sistemas de protección social mediante un enfoque inclusivo, sensible a choques y cultural y étnicamente adecuado. Es así, que desde este enfoque las personas tienen mejores resultados en nutrición, salud y educación. A lo largo del ciclo de políticas y programas, fortalecer la capacidad de las instituciones y comunidades para apoyar un sistema de protección social inclusivo y sensible a la nutrición, y proporcionar asistencia alimentaria y nutricional, alimentación escolar e intervenciones de cambio de comportamiento para poblaciones vulnerables, mediante un enfoque que considere nutrición, protección, género y aspectos interculturales. El PMA trabajará con instituciones y sistemas de protección social a nivel nacional y local, así como con otros actores relevantes, para fortalecer su capacidad en el diseño, pilotaje, implementación y monitoreo de programas y políticas, particularmente en la interoperabilidad de sistemas de información y mecanismos para la focalización y promoción de la inclusión social; se adoptará un enfoque sensible a la nutrición en la formulación de las estrategias del PMA en esta área. El PMA ayudará a identificar brechas en el acceso al sistema de protección social en áreas urbanas y rurales, utilizando enfoques diferenciados en género, cambio climático e interseccionalidad, y generará evidencia que contribuya a los esfuerzos nacionales para diseñar políticas públicas y dar seguimiento al progreso hacia los ODS, en particular el ODS 2. El PMA continuará apoyando los esfuerzos de Colombia para hacer que el sistema de protección social sea más sensible a choques. La Oficina País del PMA en Colombia busca una persona para apoyar a la Unidad de Protección Social en la implementación operativa de proyectos, con especial énfasis en acompañar la ejecución de un proyecto en Bogotá orientado a fortalecer las capacidades de las entidades de protección social. Este fortalecimiento institucional es fundamental para mejorar procesos y garantizar que las personas en situación de mayor vulnerabilidad accedan de manera efectiva a servicios y programas sociales, reduciendo barreras y promoviendo una atención más inclusiva y oportuna. En este marco, la persona contribuirá a la articulación interinstitucional y al desarrollo de mecanismos que faciliten la implementación de acciones estratégicas, asegurando que las instituciones cuenten con herramientas para responder de manera integral a las necesidades de la población. Bajo la supervisión de la Oficial de Protección Social, la persona titular de la posición deberá interactuar con personal internacional del PMA a nivel regional y de la sede para la aplicación de metodologías corporativas, siendo necesario un adecuado manejo de idiomas para facilitar el desarrollo de reuniones, análisis de documentación y adaptación de instrumentos y herramientas. Asimismo, la persona titular del cargo deberá tener conocimiento y experiencia en análisis y evaluación de programas de protección social en Colombia. RESPONSABILIDADES: Apoyar el desarrollo de análisis y sistematización de leyes y normativas, programas, estudios e insumos relevantes sobre el sistema de protección social en su conjunto y sobre programas sociales, de nivel local y/o nacional, para la atención de población vulnerable. Desarrollar, adaptar e implementar metodologías para la identificación de necesidades institucionales y de poblaciones vulnerables, mediante actividades dirigidas como talleres, grupos focales, entrevistas semiestructuradas, entre otras. Realizar, en conjunto con otras unidades y oficinas del PMA y con entidades nacionales y locales, análisis cualitativos y cuantitativos sobre la operación y cobertura de programas sociales. Sistematizar y documentar información relevante de la ejecución operativa de los proyectos y de las actividades desarrolladas. Apoyar la planeación, ejecución y documentación de reuniones, virtuales y presenciales, para la implementación de proyectos, tanto con actores institucionales como con organizaciones de la sociedad civil. Preparar los reportes de información que le sean solicitados. Participar en las actividades y reuniones que la supervisión determine relevantes. REQUISITOS MÍNIMOS REQUERIDOS: Educación: Finalización del ciclo de educación secundaria. Deseable, titulo profesional en economía, ciencias políticas, gobierno y relaciones internacionales, sociología. Deseable especialización o maestría, en áreas de políticas públicas, economía, nutrición, salud pública. Experiencia: Mínimo 6 años de experiencia en diseño y evaluación de programas y políticas públicas para atención de población vulnerable, implementación de programas sociales y/o proyectos de cooperación con entidades distritales. Se valorará con puntaje adicional la experiencia en trabajo con población conviviendo con VIH o en riesgo de contraer el virus. Deseable: Experiencia en ejecución e implementación proyectos con población conviviendo con VIH o en riesgo de contraer el virus. Experiencia en coordinación de espacios de articulación institucionales y de la sociedad civil. Experiencia en desarrollo de metodologías de trabajo para diseño de talleres y grupos de trabajo.
